Gestuftes Ausrollen: Ausrollstufe je Organisation (Migration 0059)

Der Check-in liefert Organisationen mit Stufe "stabil" die Adresse des
freigegebenen Repos (ansible-content-stabil), "vorab" die von main. Neue
Organisationen sind stabil; Default Lab, Liebherr und WLAN-Test vorab.
